杭州市中小学外籍教师服务中心，根据《杭州市人民政府办公厅转发市教育局等4部门关于进一步加强杭州市外教资源统筹管理的实施意见（试行）的通知》（杭政办函[2017]6号）和《杭州市教育局关于成立杭州市中小学外籍教师服务中心的通知》（杭教高教[2017]6号）予以建立，依托杭州师范大学国际教育学院，具体业务接受市教育局指导，主要负责杭州市中小学外籍教师聘用的指导、服务与管理，统筹管理我市中小学外教资源，推进全市中小学外教聘请工作健康有序开展。中心致力于努力实现一站式服务，推动我市聘外普及化与优质化发展，促进中小学外教资源统筹管理，加快杭州教育国际化进程，满足杭州城市国际化与教育现代化需求。

　　近期根据《杭州市人民政府办公厅关于印发杭州市推进教育国际化三年行动计划（2019—2021年）的通知》（杭政办函[2019]20号），杭州市将继续加强海外人才引进，持续推进中小学“校校有外教”工程，逐年增加外教数量和聘请外教学校数量。规范中小学和校外培训机构的外教聘请工作，研究制订中小学外教准入标准，推进外教片区化聘用试点，开展星级外教评定。理顺外教资源统筹管理机制，加强杭州市中小学外教服务中心和杭州市外教资源服务网建设。

　　Hangzhou Foreign Teachers Service Center for Primary and Secondary Schools, in accordance with the Notice of Implementation Measures of Hangzhou Municipal People's Government on Further Strengthening the Overall Management of Foreign Teacher Resources in Hangzhou transmitting to Hangzhou Municipal Bureau of Education and other four departments ([2017] No. 6) and the Notice of Hangzhou Municipal Bureau of Education on the Establishment of Hangzhou Foreign Teachers Service Center for Primary and Secondary Schools ([2017] No. 6) ）It is co-established by the School of International Education of Hangzhou Normal University under the guidance of the Hangzhou Municipal Bureau of Education for its specific business and management. The Center is mainly responsible for the guidance, services and management of the employment of foreign teachers in the primary and secondary schools in Hangzhou, the overall management of the resources of foreign teachers in the primary and secondary schools in Hangzhou so as to guarantee the healthy and orderly development of the employment of foreign teachers in the primary and secondary schools in the city. The Center is committed to achieving one-stop services, promoting the popularization and high-quality development of the employment of foreign teachers in the city, promoting the overall management of foreign teachers resources in primary and secondary schools, accelerating the internationalization process of education in Hangzhou so as to meet the needs of the internationalization and modernization of education in the city of Hangzhou.

　　According to the Notice of the General Office of Hangzhou Municipal People's Government on printing and distributing the Three-year Action Plan of Promoting the Internationalization of Education in Hangzhou ([2019] No. 20), the city of Hangzhou will further strengthen the introduction of overseas talents, continue to promote the "all schools allocated with foreign teachers" program in primary and secondary schools, and increase the annual number of foreign teachers in the schools. It aims at standardizing the employment process of the foreign teachers of the primary and secondary schools and training institutions outside of campus, researching and formulating the admission standards for foreign teachers in the primary and secondary schools, promoting the regional employment of foreign teachers, and carry out star-level evaluation for the foreign teachers, rationalizing the overall management mechanism of foreign teacher resources, and strengthening the construction of Hangzhou Primary and Secondary Foreign Teacher Service Center and Hangzhou Foreign Teacher Resource Service Network.
